An hours-old baby girl was abandoned and found with a portion of her umbilical cord still attached outside of a Georgia home, police said. The newborn, nicknamed Baby Harlan by Atlanta police, was discovered outside of a residence on Harlan Road in southwest Atlanta on Monday [Aug. 24] night. 

Police at the scene, who said she was found with specks of blood on her body, said she appeared to be alert, conscious and breathing, according to information released by police to Daily Mail Online.

She was wrapped in a pink Hello Kitty blanket when she was found near the front door of the house, police said. Investigators, who are appealing for the public's help as they search for the infant's mother, said they also located a pair of bloody women's underwear near where she was found. Baby Harlan was transported to the Scottish Rite Hospital where she is being looked after, according to WSB Radio

One of the members of the family who reported finding the infant outside of the residence said that he did not witness her being left, and does not know anyone in the area who she might belong to, according to police. Capt. Terrell Griffin said the main focus early on Tuesday was to find the mother to make sure she has received proper medical treatment.

Georgia's Safe Haven Law allows a mother to leave a newborn at a medical facility or hospital, as long as the baby is not older than one week old, according to 11Alive News
