Washington D.C.
Bey, who is
set to perform the Star - Spangled Banner during the festivities, rocked a long
black dress outfitted with a matching black coat to combat the chill in the
D.C. air, and accessorized with emerald green earrings and a ring.

her high bun down and let her hair fall down to her shoulders.
